Where to Cruise on Topsail Island: LSV & Golf Cart Rules

At Island Breeze Carts, we want you to explore Topsail Island safely and legally in our premium, fully street-legal golf carts (registered as Low-Speed Vehicles or LSVs)!

North Carolina law (including G.S. 20-121.1) and local rules apply across the island. Our carts meet all federal (49 CFR 571.500) and state requirements—equipped with lights, signals, seat belts, mirrors, and more—so you’re good to go.

Here's a clear breakdown by area:

North End: North Topsail Beach

Street-legal golf carts (LSVs) are allowed on public roads with posted speed limits of 35 mph or lower.
You may cross a higher-speed road straight across (at an intersection) if heading to another 35 mph or lower road.
Parking at beach accesses: Pay for parking and use designated legal spaces only—no exceptions!

Central Area: Surf City

LSVs/golf carts are permitted on streets and highways with posted speed limits of 35 mph or less.
You can cross intersections on higher-speed roads if the destination road is 35 mph or lower.
Bridge Crossing: You may cross the Surf City bridge! Buckle up, keep hands/feet inside, stay in the vehicle lane, and obey all traffic rules through circles and lights.
Off-Island Restrictions: No driving on State Route 210 once off the island—stick to approved routes for safety.

South End: Topsail Beach Area

LSVs are allowed on designated streets (typically those marked as approved on local maps—often neighborhood roads and lower-speed areas).
Prohibited zones: No driving on State Route 50 (Anderson Blvd) between Drum Ave and Hines Ave, or on portions between Maritime Way (Topsail) and White Hills Lane in Surf City—violations can lead to citations.
Follow green-highlighted routes on any provided maps for safe, legal paths.
